Limited or no connectivity

I am going buggy trying to find the answer to this problem that I continue to have with my computer that is trying to connect with the internet.I am getting a limited or no connectivity message. The adapter is okay since I put it in another computer and it works, but the same message appears.

I’ve googled this and found that others have said that the router is probably not assigning an ip address. But from that point I don’t know what to do. I have done the off/on for 4 minutes on the router several times and still the same message. I have several networks around me (I mean like 12) and I get the same message if I try those.

I am using XP configuration because I though that my software for the card was creating a drive problem. It usually works much better anyway, but again the same message.

Help! Does anyone have some steps that I can do to solve this problem? My isp company is Veizon who has a router/modem unit that I have always used successfully in the past. I have not tried to contact them yet? Should I do that?
