Linksys bandwidth limiter

I’m not tech savvy so bear with me please. I am running a linksys router with 2 Lan cables running to 2 different computers. How do I limit the download and upload limit for 1 computer and not the other computer. I downloaded traffic Shaper xp and it does not seem to work or I can’t get it to work. Anyone can help?
