LINUX, IMAP and Outlook 2000 email issue

We have a Linux box setup as an email server configured with the IMAP protocol. Our users are running Outlook 2000 on Windows 2000 Pro and Win 98 platforms. Frequently, our users are unable to connect to the server to fetch the headers for new email. Do you know if the problem is on the client side or server side?
