Local Profile is not saved

Do you have to be a member of the administrator’s group to be able to save your settings when you log off? The computer is a member of a domain and I have tried using a domain user account in the local power users group and it does not save the settings, it only does when I add that domain account to the local administrator’s group. Any clarification would be appreciated.
