local security policy prevents you from logging in interactively

what gives? I get this message when I try to log in to this workstation. Is it a virus? I?m in the process of doing an OS repair.

Can?t log in locally or as a domain user/admin.

Can?t log in safe mode either.

Tried to map the local drive over the domain to do a virus scan but all the remote services seem to be disabled or non-functioning.
