LocalLibrary failed- specified module could not be found

Hi

On windows 2003 server I tried to access Folder Redirection (to prevent a domain user from saving to his/her My Document folder) by doing
Run –> gpmc.msc (not gpedit.msc) “Folder Redirection” is missing.

I tried to re-register it as below explained below :

Run –>Type in : regsvr32

I received below message :

Can someone advise where is my mistake ?
