Locating Users Throughout the Country.

I have been trying to find a method of scanning the network for all of the users in the uk section of the company, resolving them to ip addresses and from that, working out which office they are in. I then want to post this to a web page on the company intranet. I am having some trouble working out the best method. Does anyone else have a system for doing this or any ideas?
