Login Script to create a shortcut on user desktops

I’ve created an email template/form, that will sit on a public drive every user in a multi-site domain can access.

I’d like to script/make a login script to deploy a shortcut to this file, from ‘every’ users desktop.

Environment is Windows 2003 Server with clients using win 2k / xp & vista

How would I go about this and what should the login scipt look like.
