Loss of Admin$ and C$

I have WIN 2000 workstations connected to NT4 sever. Lately, the workstations are losing their administration shares. This seems to have started since changing the idle disconnect timeout OR having set some local user policies.

Could either of these changes cause this result or is there another condition.
