Loss of modem

I have windows 2000 operating system. I have installed Norton 2003. Since that installation, every time I reboot the pc I loose the modem. The system does not recognize it. The only way around this is to un-install the modem and reboot the system then it finds the modem, but when it goes through the installation process it can not find the drivers. I can install them from the cd, but when I copy the drivers to the hard drive it does not recognize the drivers. Will only recognize from the cd. This is an internal lucent modem.
