lowest Market data latency through (IPLC or IP VPN)?

im looking for the lowest latency i can get for a real market data when 1 millisecond makes a difference i end up with 2 options 1 is to do it though Multi Protocol Label Switching (MPLS)
based IPVPN as ConnectPlus IP-VPN.
2nd option is to have IPLC.
im getting the data from (NY to middle east)
i want to know which one more stable and fast.
