M icrosoft windows installer 3.01

The MS windows installer stops all installations, not just MS ones. Where can I find the previous version of windows installer?
Help. Computer useable XPSP2 but windows installer appears whenever trying to open any other programme.
Help.
Tried uninstalling it but totally unsuccessful.
