Making a new app, can you help?

Hi, I would like to know if anyone would be willing to make the following app. I want the app to identify the value of the device one owns and send the amount via transfer to ones bank. It has got to have a passcode and collect some other data. It solves global poverty. Anyone interested in coming together to make that vision a reality? Think of the benefits and how global warming will be stopped in its tracks.
