managing exchange 2003 storage group

Can anyone give me a best practice to manage users in storage groups. We have approximately 2000 users in the domain with 2 exchange servers and 3 storage groups per server. we are also implementing mailbox policies to limit. Let me know what you all have done or how you approched this issue.
