maslow needs theory for enteprises

Isaw some details on theory of needs for enterprises and lowest level of needs was cost saving.
I think this is totaly wrong.

Enterprise lowest level needs are :

Daily cash for AP , daily transactional infrastructure and regualtory or legal risk control.
