Mass Email Software for SMEs

I am recently tasked to blast out news letter twice a month to about 3000 opt-in contacts. (with English and Chinese)
We are SME with around 25 staff, distribution company for healthcare products.

We do not mind paying for a software range between $150 – 250 per year since it is to be as simple as possible and come with e-campaign templates.
