Max connections limit

New windows small business server 2003 domain.
There are 25 CALs on the server. In ‘licensing’ within server management it says maximum license usage is 21. However when I try to browse the domain from an XP workstation I receive the message ‘No more connections can be made to this remote computer at this time because there are already as many connections as the computer can accept’.
Any suggestions?
