Maximize those Windows

I have problems where Windows Explorer, Netscape, Notepad, and almost all programs do not open fully Maximized. This drives me crazy. I can not work with windows unless they are fully MAXED! Not just dragged and stretched, but fully MAXED! Is there a registry fix or program that will do this for my programs?
