Menus

Is it possible to have customized menus for different accounts on the same machine?

One account is Administrator and the other is Limited. The menus in the Administrator account is organized so that the Start menu does not take up too much desktop real estate. I want the menus of the Limited account to be default, as in it appears with each program in its own group.
