Microsoft Mouse

A user has gotten a Microsoft Wireless Laser Mouse 5000. This person works with AutoCAD frequently, and he says that there is a pan feature that he is missing. According to him, he was able to press the scroll wheel in AutoCAD and then be able to move around in the AutoCAD window.

Is this something that this mouse does not allow?
