Microsoft Radius (IAS) for Wireless auth

I am trying to setup wireless access points to use Microsoft Internet Authentication Service (Windows 2000) for security. I would like to allow only certain mac addresses which I would enter in a database. Can Microsoft IAS be used to do this. I will be authenticating a mixture of Macintosh, Windows 9x, and Windows 2000. I see a lot of info on 802.1x authentication, but I can’t use it in my current environment(Certificates).A lot of literature suggests Radius is used for this purpose, but I can find no documentation about Microsoft IAS on how to do this. Anyone have any ideas on this?
