Microsoft Visual Studio 2008 Pro in a domain environment

We recently hired a programmer and decided to install Visual Studio 2008 Pro on his workstation. However, whenever he tries to run his application it errors out before it can compile the app. The error is:
Request for the permission of type ‘System.Web.AspNetHostingPermission,

System, Version=2.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089’ failed

We tested this install on a laptop that is external to the company’s domain, and it works flawless. We installed VS08 on his workstation which resulted in the above error. We uninstalled and re-installed to no avail. We even set up a new PC and installed it prior to joining the domain, which it worked, but as soon as it was joined to the domain it stopped working.

We have scoured the internet looking for answers however we have none.

Has anyone experienced this before? Does anyone know what we’re doing wrong?

Any assistance would be extremely helpful.
