Migrating DHCP from a Domain Controller

When I do a “netsh dhcp server export c:\dhcp.txt all”, I receive an error of “command not found”. I located an article stating that you must have local administrator permissions to export the data, however this is an AD domain controller. It doesn’t have local users and groups. Is this my issue or is there something else going on? If so, how do I resolve the local administrator issue? Thanks in advance.
