Missing DLL file

My Gateway computer suddenly displays a message upon boot up that a required DLL file is missing. At the same time my cd drive is no longer working. I have reinstalled the drivers for my cd and even tried to install a new cd drive but still no luck.Is this missing DLL file to blame and where can I find it to install back onto my system?
