mmc could not create the snap-in

I Just installed Windows 7 today and i installed the adminpak 2003. When i open up active directory users and groups i get “mmc could not create the snap-in” So i searched microsoft and i found the site http://support.microsoft.com/kb/930056

When i go to install the Remote Server Administration Tools i get the message “The Update is not applicable to your computer”. Anyone have any ideas on how i can get Active Directory to work?

I should also mention it worked for me on vista but then i did a clean install.
