mobile phone and sim card programming

please help me about that how cam i learn via some interactive website, the mobile phone and sim card complete programming?tell me the best sites for this for free so i may be able to program even my own cell phone of nokia.. etc.also may have the know how of the sim card activities and may control it fully as well!
