Mobile Wireless Network

I have a mobile program that teaches at-risk kids, based in an RV. I had ricochet but no more. I travel to low income apts. I need to set up a wireless modems at these sites for the internet on all workstations (10)in the RV, a wireless receiver.Will I need a server at each site or can I just use a wireless modem? Can I set all sites to the same settings, so when I drive up, I connect? Do you know any vendors that can help? I can pull within 30ft from the offices. Satellite is not an option. Cost is too high. any ideas or suggestions will help these kids get out of where they are at. Thanks.
