Modem clicking and no dail tone

Trying to install internal modem 56k on win2k machine,
hardware and software install fine but when trying to connect i get a clicking from the modem and no dail tone message.
I have checked all settings – irq, com, tone/pulse dail, etc. and have checked phone line
this is a home phone line so am not connected to pbx exchange and it is a analogue line.
please help.
