Modem Troubles

We installed a new U.S Robotics 56k external modem,Software ,drivers ect. Everything looks ok. When We try to Dial out to a know good Isp# We here a busy singnal over the dial tone. This was not an issue 10 min before with the old modem. Tried reinstalling everything to no avail. Any advice is welcome thanks!
