Modem won’t release IP given from ISP

Hello,

I have a Dell Inspiron 8100 laptop w/ an integrated LT Win Modem. Every time I dial up to my local ISP when I’m traveling to check my work email I get the same IP address. I’m not able to get onto the Internet because the address that the modem is using is not valid. I should get a new address from the ISP every time I make a connection.

I have updated the SP on my Office 2000 installation, uninstalled IP and reinstalled IP, uninstalled and reinstalled my modem and nic, deleted all dial up connections and created new ones, installed Win2k SP2.

My isp is not using DHCP so the release command w/in ipconfig does not work.

Can someone help?
