Monitor displays lines

I have a set of half inch horizontal stipes slowly moving from bottom to top of my 17″ screen. This occurs at only one outlet. Noting is wrong with the monitor because when I move the monitor to another location it works fine. The problem appearsto be the frequency of the electric outlet. Is there any device or settings that will stabilize the frequency and fix the display?
