Monitor has gray lines

My monitor has gray lines horizontally on the entire screen. It is only where an Icon or lettering or boxes are. If I scroll the screen up or down the lines move with the icons. they do not stay in the same place on the screen. I have changed my power cord, checked the monitor adjustments. Nothing is working. Any help is appreciated. Thanks
