Monitor will not display

The computer is a PowerSpec 4430, Intel celeron 333MHz. It sat unused for 2 months. When I started it up again, it would not boot Windows. Now, the monitor is black. The computer is running, no different sounds. The monitor power button blinks. I tried another monitor, it does the same thing. The power supply was replaced in it a year ago.
