Motherboard will not power up with my psu but will with other psu

I built my own computer about a year ago and everything was fine. A
week ago i found my computer had shut down and will not power up.
And when i hit power the fan moves and the led on motherboard
flashes but nothing after that. I’ve seen that others have had this
problem (fan ‘twitches’ and then nothing when hit pwr button) but
they found it was their psu. That is not the case here, i replaced my
psu (sent it in to newegg and they gave me a new one) and i still have
the same problem! I took it to a friends house and it worked
flawlessly off of his psu (550w) and still would not work on mine
(450w)
I think it might be a grounding issue but i cannot see any problems
unless i take everything out…is that what i need to do?
Any other suggestions?
My set up:

-rosewill psu (RD450)
-Biostar T-series motherboard
-AMD 6400 x2
-1 case fan

etc.
Please help, i need this comp. for school!
