Motorola pcmcia modem drivers

I installed a new Motorola 56 Global Modem pcmcia modem in a Dell Inspiron 7000 with win98SE. The modem works fine but the modem wants to install a Wave Device in addition. There are no driver files on the cd that the install hardware wizard will accept. Windows update has nothing. The Windows 98 cd has nothing. I called Motorola and they said the file should be XXXXXX.inf (I can’t remember the exact name) but that file will not work. I even got a new modem and new cd and it is the same. This is a hassle because every time the computer starts I have to cancel the new hardware wizard.
