Mouse right-clicks & Pop-up Menus

Is there a way in W95OSR2 to disable the right mouse click’s ability to bring up a pop-up menu? I need to restrict the user’s ability to browse past the normal security settings in the policies by right clicking the MY Computer icon, clicking on New| Shortcut, and then getting into the Windows folder on the C: drive (a no-no for a register user).
