MRxSmb error in Workgroup environment

I have seen many post related to the MRxSmb error found in the Windows Event log for mainly DC and PDC, however, can this be applied to a Workgroup environment?

Here is a excerpt one of my client’s Win Evt Log:

The master broswer has received a server announcement from the computer WEBCTRL that believes it is the master broswer from the domain on transport NetBT_Tcpip_{96CC0866-CF21-4311-A. The master browswer is stopping or an election is being forced.
