MS Paint will not work

I am having an issue with getting Paint to work on a user account.
When I log into the computer with my account, Paint will work fine.

I have tried the process of creating a new user account on the computer when the logs in, but its the same error.

The error is “The application failed to initialize properly (0xc0000022)”

even with a new account, it will not work for him.

Any ideas of how to fix this?
