MS Problems?

Is there any way to notify Microsoft of problems without paying a fee? I just want to let them know when oddball things happen whether it is my fault or MS. Example: Two attempts to download WinXP SP1 have wipped out my computer requiring a complete reloading. I had already used up my two free helps for XP Pro on silly little things.
