MS Project Server 2003 tasks are missing

Three part question:
1. We setup Project Server 2003 and defined resources in it that attached to their email and .Net logins.

Then I published an existing MS project plan to it and used the “Build Team from Enterprise Resources”. The team could see their tasks but could only update the “% complete” – and it adjusted the remaining work based on what was entered. How do you let the members of the project enter their HOURS instead of % complete?

2. Because of large scope changes on the project and some slight team member changes, I built a new MS project plan that I saved as “unpublished” until I was done with it. Then I tried to publish it and assign resources like I did the first one. However, when I did the project showed up but the tasks DID NOT SHOW UP for the team members, even though they were matched like before to the Enterprise resources. I tried “Clean Up” link and deleted the old project plan. However, there was no change – still no tasks from the new project plan assigned to resources. I tried making a backup copy and went ahead and removed all actual data from the New Project Plan and tried to publish and assign enterprise resources again. Still no change.

Next will try uninstalling Project Server 2003 and starting over (since it worked the first time)or having people assign themselves to tasks that have their name on it however this is a very tedious process.

3. Another manager just alerted me to the fact that our time has tripled for the project plan, and I wonder if this is because I chose “republish assignments” thinking this would make them visible. I believe I did this about 3 times and I wonder if this is the cause of the triple time change…
