MSN – Provisioning my account

I want to know what MSN means by “provisioning my account”? I have had MSN as my ISP for several years and i just had to load it on an old PC that I got from work. The entire view is different from my “normal” MSN account and it is version 7.0 while my version on my other home PC and laptop are MSN dialup 9.0. I got the “provisioning” message when MSN was setting up the account on the new pc. I have had issues with MSN in the past, especially their Tech Support (it once took me almost 3 weeks to get a REAL person on the phone – i would be on hold for HOURS at a time!) Anyway…i am at least able to get on the internet but I would like to know why the layout is totally different (my PC is an XP – same as my other 2) so I am stumped…any ideas?
