MSVCR80.DLL missing in Outlook

I have Vista Home Premium and an Acer Labtop. I can’t open it. It comes with this error message. I have the addins deactivated and I also don’t have Norton. I installed Registry Patrol and fixed all the problems, but the problem is still there.Can somebody help me please???
