Multiple FTPsites

OK what am I doing wrong. I created a folder under the D Drive. I created a local user and password on the server. I permissioned the folder for the user. In IIS (Windows 2003) I created an additional FTP site and pointed it to the folder I created on the D Drive. I also changed the port number from 21 to 5025. I did a netstat command and verified that port 5025 is listening. I try to access the folder with WS_FTP and Internet Explorer using port 5025 but I cannot log in (access denied). I need to setup additional FTP sites for security reasons.
