Multiple Mails are Downloading

Hi

in one of our client system , he is using windowxp sp2 Outlook express for mails ,
The problem is that whenever he send a mail to any other client , those clients recieving multiple mails we run Norton Antivirus and even though we formated the system but we will not find solution yet, can anybody help with this regard
