multiple outlooks on win98

How can I configure multiple user profiles on OUTLOOK so that each profile requires a password upon access but all the mail from every profile doesn’t go into one mail box? I can configure on Win NT WS but not on Win 98 WS. Most are Win98 SE. I have tried redirecting the *.ost for each user to the server. Can I set up a different password to access the account vs download mail? Also if a password is required won’t the user have to type it in every time Outlook checks for mail? This is ANNOYING. [POP mail, no Exchange server from our corporate ISP.]
