Multiple Sound Cards

Good day

I want to know how to setup multiple sound cards and acces them seperatly?
Each soundcard must be able to play a different .wav file BUT at the same time.
I need to get this working on a win 98 and win 2000 pro pc

Can u help me with some info please?
