My Delevery Restriction don’t work in Ex

My installations in Delivery Restriction don’t work. I establish from whom to not accept a mail, and it is all the same accepted and sent for limits of the server. Tried on the contrary. The same. What can be? It is installed MS Exchenge Server 5.5SP4 on a W2K SP2
