My laptop HDMI is not working properly

It is a razer blade 15 advanced with an rtx2080 super max-q and whenever I plug it into a display, it stutters a lot(on the plugged in display), I’ve tried on 2 displays, on a 1080p display it wasn’t even doing 1080p and was only doing 720p, while also stuttering, also once when I was unplugging it from another display, my laptop crashed and blue screened. It doesn’t really stutter until I play a video or play a game. I’ve also tried multiple HDMI cables and the displays work with my PS5 so it’s 100% something wrong with my laptop.

So how can I fix it, do I have to get it repaired? If so then what part should be repaired?
