my network is slow

i run a cybercafe with 20 system and i have 1.8m dish with 68kpbs band witch and the thing is very slow when it come to open a web page. pls is that the band witch that im using is not enough for my cafe if not pls help with some tips make it fast. pls also tell me how to setup 24 compex(sas2224) port switch to work all 24 ports.
