My Wireless project

create a point-to-point network that can transmit a signal as far as 25 miles. (Most of locations are within 15 miles of the nearest broadband connection.)

What transmission equipment would be needed? What government license would be needed to tap into a carrier’s data line (Brazil or Columbia), What would be the base location?
besides Wi-Fi routers what other gear is needed to start bathing locations in Wifi signal
This is a real project and I would like to get fresh ideas on how to proceed.
